A VFD can get stuck in sleep or a sleep cycle (continuously trying to start) if the PID parameters are not setup correctly.  Most commonly the acceleration time is set long that the sleep delay time. Adjust the acceleration time to be shorter than the sleep delay time to correct this issue.
